2024 Year in Review: Reflections, Challenges, and Triumphs

December 1, 2024
Tracy McCray - SFPOA President

As we close the chapter on 2024, we reflect on a year that was both complex and momentous. From honoring legacies and navigating political realities to embracing innovation and addressing community concerns, this year tested and highlighted the resilience of San Francisco’s law enforcement and public safety community. Here is a comprehensive look back at the defining moments of the year.

Strengthening Community and Leadership

This year began with poignant reminders of our collective purpose. The 76th Annual Police-Fire-Sheriff Memorial Mass served as a moment of unity and reflection for the public safety community. Leadership was another central theme, particularly as the November election introduced a new Mayor and Board of Supervisors. While the transition of power holds promises, we are still cautious about the challenges ahead, likening it to a roller coaster ride as new leaders find their footing. We are committed to helping the incoming Mayor, Daniel Lurie achieve his public safety goals. We give our thanks to Mayor London Breed for her help in getting us on the right path and wish her well for her future endeavors.

The POA’s approach to political endorsements was deliberate and measured, reflecting a nuanced understanding of the stakes involved. Experience, trust, and the specter of past betrayals loomed large in assessing candidates. Political games will not save the city—only genuine political will can. We hope the Board of Supervisors with the new members that they have gained along with the incumbents can collectively have the will to chart San Francisco on a new and prosperous path.

Technological Advancements and AI in Policing

The passage of Measure E this year marked a significant leap forward in modernizing police work. The integration of AI technologies, such as body-worn cameras and predictive analytics, promised to enhance operational efficiency while addressing the ethical complexities surrounding data privacy and accountability. These advancements reflect our commitment to staying on the forefront of public safety.

Legislative Advocacy and Policy Analysis

Legislative advocacy was a cornerstone of 2024. The fight for Senate Bill 1414, aimed at imposing harsher penalties on those exploiting minors, highlighted the moral urgency of protecting the vulnerable. At the ballot box, Measure B revealed the challenges of aligning public safety priorities with fiscal realities, while Measure E underscored the importance of practical reforms.

Tributes, Legacies, and Losses

This year brought moments of deep reflection and loss. We mourned the passing of Officer Luciano Ortega, whose service and dedication inspired renewed commitment to our mission. Officer Rene Nielsen who’s passing was another painful loss as well as a reminder that we too have our limits to what we can endure in this profession. The anniversaries of Officer Isaac Espinoza and Officer James Guelff, who made the ultimate sacrifice, served as solemn reminders of the cost of service and the importance of honoring their legacies.

The legacy of Officer Espinoza resurfaced in the national conversation following Vice President Kamala Harris’s nomination as the Democratic presidential candidate. The SFPD family was reminded of the heartbreak and anger tied to the handling of Espinoza’s case during Harris’s tenure as District Attorney. These memories continue to cast a shadow over discussions of justice, accountability, and political leadership.

Celebrating Bravery and Service

Amid the challenges, 2024 also celebrated acts of extraordinary bravery. October’s SFFD Meritorious Awards Ceremony honored heroes like Firefighters Cory Vrmeer and Douglas Calderon, who saved Sgt. Kevin Brugaletta’s life during a life-threatening accident, while many SFPD officers received Medals of Valor for their outstanding service.

We also saw the Fights in the Fog boxing event, a spirited showdown between San Francisco’s police and fire departments. The evening, filled with camaraderie and electrifying performances, highlighted the enduring ties between these two storied institutions.

Public Safety and Community Engagement

Gun violence and public safety challenges persisted throughout the year, particularly during celebrations like Independence Day, underscoring the importance of our work in keeping communities safe. Meanwhile, decisions around retiree healthcare raised broader questions about balancing fiscal responsibility with the human element of policymaking.

A significant concern that appeared in 2024 was the approval of Proposition H, which lowered the retirement age for San Francisco firefighters from 58 to 55. While this is a victory for the San Francisco Fire Department, it does not extend to other public safety personnel, including police officers, who continue to face a retirement age of 58. This discrepancy has highlighted an inequity in the treatment of San Francisco’s public safety community.

The SFPOA passionately believes that the retirement age should be uniformly set at 55 for all public safety personnel hired after 2012. When the retirement age was originally increased to 58, it was applied equally to all public safety employees, and now, the same equity must be upheld in its reversal. This fight for fairness is not new, and the SFPOA has shown in the past that by uniting our voices, we can effect meaningful change. We stay committed to advocating for our members and ensuring equal treatment across all public safety departments.

The SFPOA calls upon city officials and the broader community to address this disparity and uphold the principles of fairness and consistency. We will not back down until every member of San Francisco’s public safety teams receives the equal treatment they deserve.

Looking Ahead

As we enter 2025, San Francisco faces a critical crossroads. The arrival of new leadership brings both hope and uncertainty. Will the city rise from the ashes of its recent challenges, or will it falter under the weight of unresolved issues? Only time will tell. What is certain is our unwavering commitment to public safety and our mission to serve. Together, we will honor those we have lost, celebrate those who continue to serve, and embrace the opportunities that lie ahead.

In the words of Ralph Waldo Emerson, “What you do speaks so loudly that I cannot hear what you say.” Let this guide us as we navigate the future, ensuring that our actions reflect our dedication to a safer, stronger San Francisco.
